Dear Kāinga Ora–Homes and Communities,
I request the following information:
1/ What is Kainga Ora’s policies or strategies regarding Overcrowding in their properties?
2/ How many properties between 2020 and 2022 had been damaged or destroyed due to fire incidents.
3/ Are Private Landlords and Kainga Ora bound by the same legislation acts such as Healthy Homes Standards
and Residential Tenancies Act, or do Kainga Ora have different legislative acts that differ from private landlords.
4/ do Kainga Ora have a maximum amount of tenants they will allow in a home depending on how many rooms that home has, (example: 4 bedroom home = maximum of 8 tenants), if so please provide a breakdown depending on bedrooms.
5/ how many fires have been confirmed as being due to overcrowding?
6/ how many tenants on the Kainga Ora housing waiting list in 2020 and 2021 turned down a property or demanded a larger home.
7/ For Intergenerational families wanting to live together are all adults interviewed or carefully considered as to whether they are eligible to be housed by Kainga Ora.

I write in regard to your Official Information Act 1982 (OIA) request of 9
January 2022.
The OIA requires requests to be made with due particularity so that an
agency can identify and provide the requested information.
It would help us to respond if you could clarify the below parts of your
request:
how many tenants on the Kainga Ora housing waiting list in 2020 and 2021
turned down a property or demanded a larger home.
For Intergenerational families wanting to live together are all adults
interviewed or carefully considered as to whether they are eligible to be
housed by Kainga Ora.
Please note that the public housing wait list for both new applicants and
tenants requiring a transfer is managed by the Ministry of Social
Development (MSD), and not Kāinga Ora. Kāinga Ora manages a small number
of internal transfers for existing tenants who need to move, for example,
because their home is being redeveloped.
If your request is for information on the MSD housing register and needs
assessment interviews, Kāinga Ora will consult with MSD about transferring
these parts of your request to MSD for response, as Kāinga Ora does not
hold the information.

I note that you have not responded to our requests of 3 and 13 February
2023 to clarify whether the following parts of your request relate to the
public housing waitlist managed by the Ministry of Social Development
(MSD), and to needs assessment interviews carried out by MSD:
how many tenants on the Kainga Ora housing waiting list in 2020 and 2021
turned down a property or demanded a larger home.
For Intergenerational families wanting to live together are all adults
interviewed or carefully considered as to whether they are eligible to be
housed by Kainga Ora.
In the absence of your response, we have consulted with MSD who advise
that they believe these parts of your request relate to the MSD public
housing waitlist and needs assessment. Therefore, as required by section
14 of the OIA, we have transferred these parts of your request to MSD. You
can expect to hear further from MSD on these parts of your request.
Kāinga Ora will respond to the remaining parts of your request as soon as
feasible, and not later than 13 March 2023.
