Detail of costs and fees for the delivery of an international package
Anthony Gallon made this Official Information request to New Zealand Post Limited
Response to this request is long overdue. By law New Zealand Post Limited should have responded by now (details and exceptions). The requester can complain to the Ombudsman.
From: Anthony Gallon
Dear New Zealand Post Limited,
I purchased goods from an international retailer where the shipping cost was said to be "Free Shipping".
The Logistics Company in this case is named "China Post".
New Zealand Post's website provides information through its online tracking tool for the tracking number on the parcel, showing that the parcel arrived in New Zealand on 19th January 2023 and was delivered to the specified address on 23rd January 2023.
The tracking number on the parcel is LV664980015CN.
I request the following information:
- Was the parcel delivered to the address by an employee of New Zealand Post who was working for New Zealand Post when delivering the parcel?
- Was the parcel delivered by a contractor for New Zealand Post instead of an employee of New Zealand Post, and if so, what is the fee charged by the contractor to New Zealand Post for providing the service for that parcel?
- Has New Zealand Post charged any costs or fees to the international Logistics Company as a transaction for providing the services to handle and deliver the parcel on its behalf within New Zealand? and: if so, what was the agreed value of the transaction? if not, why did New Zealand Post not charge a fee for handling and delivering the parcel in this case?
Yours faithfully,
Anthony Gallon

I assume this request was prompted by one of SerpentZA's videos on how China is able to ship internationally for free? If so, unfortunately that video contains a lot of misinformation.
The terminal dues system was changed in 2020 to address the unfair subsidies received by China Post as well as other countries which are considered "developing". Whether or not NZ Post has set self declared terminal dues remains to be seen, but rest assured the US has definitely done this.
