Dear Ministry of Education,
please provide all interactions and records of any type (internal & external) with regards to the subject of bullying and personal safety (staff and pupils) at Orewa college from January 2021 to the day of the request being fulfilled.
Please also include all communications and records between the ministry, the board of trustees and/or Orewa College (including the senior leadership team or their representatives) on any subject from January 2021 to the day of the request being fulfilled.

consider and respond to your request in accordance with the Official
Information Act 1982 (the Act).
Under section 15(1) of the Act, we are required to make and inform you of
our decision on your request as soon as reasonably practicable and in any
case not later than 20 working days after the day on which your request is
received. You can therefore expect to receive our decision on your
request on or before the 22 February 2023. If more than 20 working days
are needed due to the potential workload and/or consultations involved in
answering your request, we will notify you accordingly.
The Ministry may publicly release on our website the response to your
request five days after you have received it. Any personal information
will be removed.

Thank you for your information request below.
The Ministry is wishing to clarify some aspects of your request.
For the first part, the Ministry does not get involved with employment or staffing matters within schools as they are self-governing through their boards. We do not hold or collect information this information in relation to staff. If you wish to pursue this part of your request then we would look to transfer this part to the school directly. The scope for the first part in relation to students and bullying would go back 2 years of communications. This is currently too broad and would require a substantial amount of collation and research. Would you consider amending the date range of your request to a more reasonable timeframe the Ministry could work to?
The second part of your request for all communications and records between the ministry, the board of trustees and/or Orewa College (including the senior leadership team or their representatives) on any subject from January 2021 is also too broad. It would be too substantial for the Ministry to provide you with all communications with Orewa College on any subject. For example, the Ministry was in contact with Orewa College (and most schools) on an almost daily basis during the various stages of the COVID-19 pandemic and the subsequent COVID-19 response.
Collating information for both parts of your request would significantly impact the Ministry's day-to-day operations and we would look to refuse this part of your request under section 18(f) of the Official Information Act as the information requested cannot be made available without substantial collation or research. In addition, Ministry staff in Auckland are currently focusing their efforts to support schools during the current state of emergency.
If you are after something specific in relation to Orewa College then the Ministry will be happy to consider an amended scope.
Please advise us on how you wish to proceed.

Thanks for your reply and update. I'll answer in line with your questions below

I'm not interested in staffing or employment matters per se, unless they relate to bullying or assaults by pupils on staff and the ministry has had to become involved. Transferring to the school won't help as I have already tried engaging them directly, hence resulting in this request.

I can reduce this to the Calendar year of 2022 if required.

Can you please at least provide me with the number of individual bullying and student safety incidents that the ministry has had to be involved in over that period, as well as whether Orewa College is being treated as an outlier with regards to the number of these incidents. Finally can you please also provide information whether Orewa College is either being considered for or is under any kind of special measures (i.e. anything outside of BAU interactions) from the ministry to assist the board and leadership team in the running of the school in any way.
