Dear Ministry of Social Development,
In 2016, the Crown responded to the "Some Memories Never Fade" report and rejected the possibility of a public apology due to the low percentage of abuse in state care.
As a researcher, I would like to know:
1. The rates of abuse in NZ state care from 2022-2023;
2. The historical rates of abuse in NZ state care from 1950-2000;
3. The percentage of state care youths that are classified as Maori and Pasifika as of 2023;
4. The total number of those currently in state care.

On 22 February 2023 you emailed the Ministry of Social Development (the Ministry) requesting, under the Official Information Act 1982, the following information:
1. The rates of abuse in NZ state care from 2022-2023;
2. The historical rates of abuse in NZ state care from 1950-2000;
3. The percentage of state care youths that are classified as Maori and Pasifika as of 2023;
4. The total number of those currently in state care.
We have transferred questions 1, 3 and 4 of your request to Oranga Tamariki as the information to which these questions relates is not held by the Ministry but is believed to be held by Oranga Tamariki. In these circumstances, we are required by section 14 of the OIA to transfer your request.
Please note that according to sections 14 and 15(1) of the Official Information Act, the 20-working day response period is reset by the transfer and starts again on the day Oranga Tamariki receives the transfer notification. The Ministry notified Oranga Tamariki of the transfer today.
You will hear further from Oranga Tamariki concerning questions 1, 3 and 4 of your request in due course. The Ministry will continue to provide a response to you regarding question 2.
