I would like to have an account of the University's total expenditure for proprietary software (end user and client access) licenses and subscription fees (e.g. for cloud services) over the past 5 years, broken down by vendor, for example: Microsoft, Google, Oracle, Apple, Adobe, etc.

Dear Mr Lane,
I respond to your request for information relating to expenditure for proprietary software, broken down by vendor, for the past 5 years.
The amount spent with individual vendors is withheld under sections 9(2)(i) and 9(2)(j) of the Official Information Act. The reasons being commercial sensitivity and prejudice to commercial negotiations. I note the entitlement to have this decision reviewed by an Ombudsman.

Thanks for your email. I appreciate that you want to protect your suppliers commercial interests, even though I think that's unjustified given that it's taxpayer funds, however I accept that you won't provide the by-supplier breakdown I have requested. I do, however formally request that you do as the University of Canterbury have done (see https://fyi.org.nz/request/2203-expendit...) and provide an aggregated 5 year breakdown.
