Why are AT allowed to disregard their own bylaws ?

Response to this request is long overdue. By law Auckland Transport should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Auckland Transport,
I live on Whangaparaoa Road near The Peninsula Club, and there is constantly cars left on the side of the road, with for sale signs on them. Every time I have contacted AT to follow up on these vehicles being left there for weeks at a time, I have been fobbed off.
Why do you not follow your own bylaws ?

23 Parking for display or sale
A person must not stop, stand or park a vehicle on any road or parking place for the purpose of advertising a good or service, or for offering the vehicle for sale unless the vehicle is being used for day to day travel.
