Dear New Waitomo District Council (WDC),
I am writing to request all information to which I am entitled under section 12 of the Official Information Act 1982 (OIA) (The Act). This information is sought in the public interest of all New Zealanders.
Please find below my OIA request, which relates to WDC's Drug and Alcohol Policies in accordance with the National Drug Policy to minimize alcohol and other drug-related harm and promote and protect health and well-being. Please provide.
1. Digital copies of WDC’s Legislative obligations Re Drugs and Alcohol.
2. Digital copies of WDC’s regulatory responsibilities for managing Drugs and Alcohol.
3. Digital copies of WDC’s Drug & Alcohol policies that applies to all employees, temporary employees, volunteers, third parties and contractors, that covers working hours (including overtime) and while on Council premises (including Council vehicles and Council vehicles with private use agreements).
4. Confirm whether WDC has carried out any drugs and alcohol testing (among employees or other persons) in the past three years (2020 to 2023).
5. If drug and alcohol testing does take place at the organization:
a. Who currently provides the testing service i.e., name of service provider(s)?
b. For each (named) service provider:
i. What is the nature of the drug & alcohol testing service delivered e.g., saliva, urine, breath and alcohol and synthetic cannabinoids?
ii. In what geographic location(s) is the service delivered?
iii. Is the service provided under contract? If yes:
6. How many contracts does the provider have with your organization?
7. What is the term of that/those contract(s)?
8. What is the dollar value of that/those contract(s)?
9. Are there options for renewing that/those contract(s)?
10. What organization(s)/company(s) previously conducted drug and alcohol testing for your organization (repeat all of ‘b’ for previous service providers)?
I understand that under the act, I am entitled to a response within 20 days. I would be grateful if you could confirm in writing that you have received this request. I look forward to hearing from you soon. Your assistance is greatly appreciated.

This request has been treated as a request for official information under the Local Government Official Information and Meetings Act 1987 (the Act) and has been referred to Council's Executive Assistant – Community Services for action.
Please note: Section 13(1A) of the Act provides that a local authority may charge for the supply of official information. The Ministry of Justice charging guidelines state that time spent by staff searching for relevant material, abstracting, collating, copying, transcribing and supervision access where the total time involved is more than one hour, should be charged out at an initial charge of $38 for the first chargeable half hour or part thereof; and then $38 for each additional half hour or part thereof.
Should there be any cost associated with the provision of the information you have requested, you will be notified of the amount and payment will be required prior to release of the information, otherwise, you will receive a response within 20 working days of receipt of your request.
