I am emailing about the possibility of refining part of your request
received on 22 and 23 June for the following information made under the
Official Information Act 1982 (the Act):
- Business case and/or needs analysis
- Algorithm
- Functional and technical specifications
- Cost of development and deployment
- Analysis of compliance with the Bill of Rights Act
Just to make sure the request is completely clear it is meant to also
cover all internal communications such as emails, memos, txt messages,
board papers, etc related to the development of the equity
adjuster-waitlist tool
As it is currently worded, the part of your request “Just to make sure the
request is completely clear it is meant to also cover all internal
communications such as emails, memos, txt messages, board papers, etc
related to the development of the equity adjuster-waitlist tool” would
require a significant amount of collation and consultation. We would also
need to divert personnel from their other core duties to provide the
information to you. As this information dates back to 2021, this would be
a significant undertaking and by way of refining Te Whatu Ora invites you
consider rescoping this part of your request to:
* Official documents including briefings and advice sent to the Minister
since the establishment of Te Whatu Ora on 1 July 2022.
You are under no obligation to amend your request, but requests that
require substantial collation may be refused under section 18(f) of the
Act. We want to work with you to avoid this and ensure we are able to
provide a response that best meets your needs.
Please let us know before 22 July 2023 whether you are prepared to amend
or clarify your request and, if so, how.

This email is to let you know that Te Whatu Ora needs more time to make a
