I'm trying to understand whether Ruapehu District Council had originally applied for funding in Taumarunui and then later changed it to Ohakune. I am also trying to understand how it met the funding requirements as this project was not affected by covid, was not a planned development & more importantly didn't have public support and has very much been done under the cover of secrecy.

I am advised that Ruapehu District Council lodged the initial application for funding from the COVID-19 Response and Recovery Fund for the development of social and affordable housing in Ruapehu District through Crown Infrastructure Partners
Also, as per CIP quarterly report located here https://www.crowninfrastructure.govt.nz/... ; specifically ** Ohakune was contracted in March 23. Will start reporting in May for the month of April
1./ How can you say no contract exists for Teitei Drive (past or present, or declined)
2./ Who is the agreement for Teitei with, if not Kainga Ora or Ruapehu District Council.
3./ Why is the release of this information so difficult and being declined without being declined.

Thank you for your email. As you noted, all applications for funding were received by the Infrastructure Reference Group, supported by CIP. Additional information on this can be found here: https://www.crowninfrastructure.govt.nz/.... We can confirm that all applications for funding received from Ruapehu District Council (and all other applications relating to the Ruapehu District) will be included (with any required redactions) in our response to your OIA request dated 24 July 2023.
Following Ministerial approval for release of funding, funding agreements were entered into with each successful applicant and the agency responsible for delivering the approved project. Responsible agencies include existing central government procurement agencies (such as New Zealand Transport Agency, Kainga Ora and Ministry for the Environment), Kanoa (formerly the Provincial Development Unit) and CIP. Where an existing government procurement agency is responsible, this agency holds the direct relationship with the successful applicant. Additional information on the responsible agencies is available in the IRG Cabinet Paper 24 June 2020, available at the link above.
CIP is not the responsible agency for the Ruapehu District Council Tei Tei development and has no agreements with the Council or Kainga Ora for the same. As previously noted, any agreement with Ruapehu District Council relating to the Tei Tei development will likely be held by Kainga Ora.

You seem to be beating around the bush on this one.
Please provide the data requested
CIP is currently processing your request. We note the requested agreement
does not relate to the Teitei Drive development and relates to social
housing on Moore Street. Please note that this is a new request.
In the meantime, for your information, Crown Infrastructure Partners (CIP)
is not the Infrastructure Reference Group (IRG). The IRG was set up,
consisting of highly experienced infrastructure leaders. The IRG steering
group assessed and put forward to Ministers projects from the private and
public sector which would have an immediate stimulatory effect on the
construction industry, its workforce and the economy, and also included a
mix of smaller projects that could demonstrate a direct and immediate
benefit to the regional economies and communities in which they were
based.
CIP oversees the larger and more complex projects. The Ministers also
requested that CIP carry out a co-ordination role for project approval and
reporting among all the government agencies and organisations involved.
CIP does not manage or hold contracts for or with all of the IRG projects.
There were two components in the original application from Ruapehu
District Council (RDC) in 2020 to the IRG (not CIP) - the small units,
and the land development. They were applied for as a bundle. The land
development part (Teitei Drive) was split off as RDC didn’t have anyone to
build houses on it. CIP progressed with the housing units in Moore Street,
and this was approved and built.
RDC then worked with Kâinga Ora (KO) on the proposal to build houses on
the land at Teitei Drive. The decision was made to have KO deliver the
land development as they are building the houses - this was approved by
Ministers. Therefore, all associated documents and agreements for Teitei
drive are held by Kâinga Ora.

Thanks for their update Tanya. Could I Please have the agreements for the Moore street project, is this what you have logged as a new case? At our Thursday night meeting, it was said that the build cost ended up being under budget at $1.5m and that council got to retain the remaining $600k-$700k, was this part of the agreement? Look forward to seeing it in the contract.
I will also await the agreement from Kāinga Ora for Teitei Drive, which I believe you transferred to KO.

Thank you for your email, I'm pleased that very large document managed to get to you.
I can confirm that there are 20 individual applications for 20 individual programmes of work included in the documents that were sent to you. Some of these applications are redacted in full and therefore you do not have visibility of where each application starts and ends.
As explained in the cover letter, those applications which have been withheld in entirety have been done so in accordance with section 9(2) (b) (ii).

As previously explained in past emails, CIP does not hold any documents on Teitei Drive. These are all held by Kāinga Ora and I do encourage you to ask Kāinga Ora for this.
The only applications CIP have received were delivered to you by email on 27 September and include one regarding social housing from Ruapehu District Council on page 385.

All pages from page 27 through to page 391 have all been redacted, including the names of the applicants.
You mentioned page 385 related to RDC, so I assume this should not have been redacted, or at least not in full as you were able to give me the name of the applicant and thats not even present In the document.
In the current state, the file is unusable and I have mentioned this time and time again.

Please advise why you were able to tell me RDC's funding request page number, but that it was completely redacted, including the name of the applicant; but then you provided it via email.
It doesn't make sense that you decided to redact the entire contents, when it's clear some contents could be provided and were provided by you. This leads me to believe, that the pages have been redacted in full, rather than just the content you thought confidential.
