Your request for information under the Local Government Official Information and Meetings Act 1987
(LGOIMA) – (case number CAS-799022-W6D8R4)
I refer to your official information request dated 5 October 2023 for information on speed limit changes on
Woodcocks Road, Warkworth for the period of 1 January 2021 to 31 August 2023.
I have uploaded the relevant documents relating to Woodcocks Road for the requested time period to

A new 60 km/h speed limit was introduced on Woodcocks Road on the 2 March 2023, the extents of the
change were from Old Kaipara Road to a point 150m west of Fal s Road. The new speed limit was
determined using the Waka Kotahi Speed Management Guide. One element that is taken into account is the
infrastructure risk rating, this a standard way of determining how much risk there is on sections of road.
The infrastructure risk rating for this section of Woodcock Road is ‘Medium-High’ due to the narrow
shoulder width, the curved nature of the road and high number of roadside hazards. This section of
Woodcocks Road has had eleven recorded crashes between 2016 and 2020: one fatal, four serious, two
minor, and four non-injury crashes. Overal , the assessed col ective risk and personal risk for this road section
are both ‘high’.
After considering al the above factors, the existing speed limit of 100 km/h on Woodcocks Road, was not
considered to be a safe and appropriate speed limit. The reduced speed limits wil reduce the potential and
severity of crash risk for al road users. A permanent speed limit review for the remaining 100 km/h section
of Woodcocks Road has been planned by AT and forms part of the next phase of the Safe Speeds programme
(Introducing Katoa, Ka Ora – Speed management plan)
Te Tupu Ngātahi have assumed a speed limit of 50 kph for Woodcocks Rd in the concept designs.

We have removed al incorrect signs along the road, and we wil investigate suitable locations to instal more
repeater speed limit signs on this section of Woodcocks Road to help highlight the new speed limit.
