Dear Environmental Protection Authority,
Bearing in mind the distinction between safety testing of active ingredients, safety testing of formulation components separately, and safety testing of full formulations, which of these 3 approaches does the EPA rely on for assessing pesticide safety? If the answer differs across formulations, please separately identify any full formulations that have been safety tested.
What is the source of the information that the EPA relies on in this process? For example, are formulations testing in local NZ conditions or does the EPA rely on foreign studies? Does the EPA require studies to be conducted by persons financially independent of manufacturers? If independence is not required, does the EPA place a higher weight on independent studies?
For some pesticides, sellers recommend that separate adjuvants be added to increase effectiveness, so the full formulation of a pesticide applied may differ from the full formulation of the pesticides sold. Please explain how the EPA assesses risk in this situation.
