Steve Hughs made this Official Information request to KiwiRail
The request was partially successful.
From: Steve Hughs
Dear KiwiRail,
I would like any documents that describe whether the public is allowed or not allowed to access the Stratford–Okahukura Line.
Specfically I would like to know whether the public could walk the line now that it is used for toursim and what conditions that would entail.
Yours faithfully,
Steve Hughs

Kia ora Steve,
Please find the below information and attached documents in response to
your official information request for any documents that describe whether
the public is allowed or not allowed to access the Stratford–Okahukura
Line - specifically whether the public could walk the line now that it is
used for tourism and what conditions that would entail – which we received
on 23 March 2024.
Although the Stratford–Okahukura Line has been mothballed, the rights to
use and occupy the land in question has been granted to a lessee under a
commercial lease for “rail based tourism, agricultural and tourism related
activities”. It follows that access to the leased land by members of the
public will need to be subject to the conditions imposed by the lessee,
pursuant to their occupation rights under the lease.
The two documents we have provided (attached) are the lease document and
an assignment document evidencing this existing lease with the current
occupiers of the land in question.
This release is under the OIA, and as such you have the right to seek an
investigation and review by the Ombudsman of this decision. Information
about how to make a complaint is available at www.ombudsman.parliament.nz
or freephone 0800 802 602.
Thanks,
