Dear Ministry of Health,
I request under the Official Information Act all analysis and advice regarding family carers following the Human Rights Tribunal decision in 2010. For clarity, this request covers any analysis and advice from 1 January 2010 including, but not limited to, the below:
- Any analysis prepared held by the Ministry of Health (whether the Ministry authored the analysis or not), including policy analysis, cost or economic analysis, privacy impact analysis, regulatory impact analysis. This includes analysis summaries, emails, reports, filenotes, and spreadsheets. The request covers draft or incomplete analysis, including of options not progressed.
- Any advice provided to, from, or within the Ministry of Health. This includes advisory groups, the Minister, and internal oversight/steering groups.
- Any reviews of family carer policy implemented since the Human Rights Tribunal decision of 2010.

Response to request for official information
Thank you for your request, under the Official Information Act 1982, for
all the analysis and advice held by the Ministry of Health about family
carers, following the Human Rights Tribunal decision in 2010.
The Ministry has reviewed your request and has come to the view that it
would require substantial collation. We considered, under section 18A of
the Act, fixing a charge or extending the time limit, but we do not
believe this would enable us to respond to your request in its current
form.
Could you please refine your request for official information to specific
types of documents, such as health reports and memos sent to the Minister
of Health. Otherwise, your request as it stands will be refused under
section 18(f) [substantial collation] of the Act.
As you may be aware, the Cabinet papers and minutes relating to the Family
Carers case are publicly available on the Ministry's website
