I believe that scenario 1 was already without Southern Growth Area so should this be your ‘without development’
baseline as a start point for whatever Gillespies ask you to test?
Regarding PC49 and PC50 baseline I will speak to some colleagues and get back to you as soon as I can.

Hi all,
We’re looking to get our engagement set up with Gillford Timber. As part of this we’ll need to understand what
Council an cipates as the baseline landuse, so we can provide appropriate sensi vity tests for the relief they’re
seeking in their submission.
In the deficiency analysis work we’ve done to date we developed three scenarios. Can you please confirm which
should be the baseline for future assessment work including the upcoming PC49/50 modelling? We note that where
a development is included in an exis ng model scenario in part of whole we would look to remove it to create a
'without rezoning' baseline and then fully develop it to create a 'with rezoning' scenario.

Hi All
Happy New Year. We have re-run the 2053 conserva ve scenario with the full SGA loaded in the vicinity of Kiln
Street. Looking back we had it split 50/50 between accessing Eastern Hu Road directly and being loaded into
Silverstream so the impact of the test is to move 375 lots only back into Silverstream.
The model is not picking up any addi onal Level of Service issues at the key roundabouts with delays changing by no
more than a few seconds. However, we have observed the following changes:
-the right turn issue onto Eastern Hu Road as a result of the direct access has disappeared.
-Field Street from Fergusson Drive to Kiln Street has deteriorated in both morning and evening peak from LoS C to
LoS D as shown below (morning is on le and evening on right).

As before a more detailed model (such as a Sidra Intersec on model) may highlight issues on roundabout
intersec on approaches.
Please advise if you require further ac on or repor ng on this test.
