Thank you for your email of 28 August 2024 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act1982 (the Act), the following:
1. What verification checks were completed on the company structure and finances of CPL Jobs
(Ross Berry) before being awarded 840 job tokens? The annual wage costs for these tokens
(based on the minimum wage $23.15 and 30hrs per week as a full-time job) would exceed
$30,000,000. This does not include overheads, and other operating expenses for CPL Jobs. How
does INZ justify awarding so many job tokens to one business?
2. When Chan Tara Ltd applied for employer accreditation, what verifications were undertaken to
determine whether the director was a New Zealand citizen as she had declared on her
accreditation application?
On 25 September 2024, we advised you that MBIE had assessed and decided to grant your request and wil
provide you the requested information. However, it would take some time to process, and we would send
you the information as soon as it is ready and without undue delay.
Our Response
Question 1
Please refer to the attached appendix for the requested information. This appendix includes a letter to
Sung Solutions Limited (also known as CPL Jobs) on the assessment of their Employer Accreditation
status. During the application for Employer Accreditation, Immigration New Zealand (INZ) assessed the
financial documents and business plans submitted by Sung Solutions, the Immigration Officer was
satisfied that these demonstrated that the company was viable. We assessed the information provided
by Sung Solutions in their job check applications and determined that they met immigration
requirements. No additional checks were completed during the job check applications.
Please note that information related to verification completed has been withheld under section 6(c) of
the Act, as the making available of that information would be likely to prejudice the maintenance of the
law, including the prevention, investigation, and detection of offences, and the right to a fair trial.
Question 2
I am refusing this part of your request under section 9(2)(a) of the Act, as the withholding of this
information is necessary to protect the privacy of natural persons, including that of deceased natural
persons.
I have considered whether withholding that information is outweighed by other considerations which
render it desirable, in the public interest, to make that information available, in accordance with section
9(1) of the Act, however it is my opinion that such grounds do not exist.
