Clearways
Cody C made this Official Information request to New Zealand Transport Agency
The request was successful.
From: Cody C
Dear New Zealand Transport Agency,
What criteria and processes are used by NZTA and/or RCAs to determine the addition/removal of clearways?
Are public consultations or stakeholder engagements conducted prior to those changes?
Which role(s) in NZTA have delegated authority to add/remove a clearway?
What assessments or studies are conducted to evaluate the impact of adding/removing clearways on traffic flow, safety, and local amenity?
Are there any documented benefits or drawbacks identified from these assessments?
How many clearways have been added/removed in the past five years by NZTA specifically?
Are there any future plans for the removal or addition of clearways?
What alternative traffic management measures are being considered or implemented in areas where clearways have been removed?
Yours faithfully,
Cody C

Dear Official Correspondence,
Thank you for the detailed response.
However, the statement "As noted, there are no instances to date of clearways being removed" simply cannot be true as the extensive signage down Curletts Road pertaining to the Clearway has been removed.
I was told that this was already agreed, despite having seen no consultation on the same (as you have outlined would be ordinary).
Can you please advise when the Clearway signage down Curletts Road will be reinstated?
Yours sincerely,
Cody C

Thank you for your email of 30 September 2024.
We can confirm that the no-stopping bylaws on State Highway 73 (clearway
on Curletts Road) remain in place.
We are aware that historically there were some issues with the placement
of signs on this stretch of road, and that some signs have been relocated
from the curb to street lights so there is less chance of them being hit
by oncoming trucks. To our knowledge, the signage on SH73 is still there,
however, we have followed up with the maintenance contractor for North
Canterbury this afternoon and communicated that we expect any missing
signs to be replaced as quickly as possible.
Please let us know if you require anything further.

Dear Official Correspondence,
A number of weeks have now elapsed. I am still unable to see any Clearway signage down Curletts Road.
Can you please now clarify how these signs came to be removed? I was told by another staff member that the removal of those signs was deliberate and in fact authorised by NZTA which is in direct contradiction of what you have previously stated.
Yours sincerely,
Cody C

NZTA have not instructed removal of the clearway signs, nor made any
changes to the operation of the clearway. Maintaining signs to enable the
compliance is an operational issue we are working to address.
