Distribution of Trans-Pacific Partnership Agreement (TPPA) document to other agencies

Nigel Jones made this Official Information request to Ministry of Foreign Affairs and Trade

The request was successful.

From: Nigel Jones

Dear Ministry of Foreign Affairs and Trade,

Under the Official Information Act I would like to make a request for the following information/documents:

1) Logs and/or Documentation regarding the full or partial distribution of the Trans-Pacific Partnership Agreement (TPPA) to other Government departments and/or Members of Parliament & their officials/employees. (For clarification: as the actual document seems to be tightly controlled, I am of the belief that records would be kept of the dissemination of the document within MFAT and other Ministries, it is these records that I am requesting).
2) A list of submissions and requests regarding the TPPA from MPs, their officials/employees or other Ministries with the following information:
* Date
* Person making the enquiry
* Subject of enquiry

While I accept that requesting the TPPA document itself is covered under 6(e)(vi) of the Official Information Act, I do not believe requesting information of who has seen the document and/or provided feedback to MFAT would prejudice trade negotiations.

I understand a need to protect individual identities so where needed to withhold information under 9(2)(a) of the OIA, I would like you to ensure that the name of the organisation (and if possible the department within that organisation) that the person is representing be included.

I can affirm that I have a New Zealand Citizen, and can verify this if needed outside of the FYI.org.nz site.

Yours faithfully,

Nigel Jones

I highly suspect that they'll try to find some justification that I haven't thought of to withhold, but I got curious after hearing a news soundbite of John Key claiming he had not seen the TPPA, so I really would like to know, who has.

Resent (successfully) as MFAT blocked the first attempt as spam.

Note this adds two working days to the response due date above.

The expected refusals occurred, so I'm actually reasonably impressed. Early response too.
