Newzealand    
1, student visa holder 
2. Residence visa holder
3. Permanent visa holder
4. Permanent residency visa holder who applied for citizenship
5. Migrant Exploitation Protection Work Visa

Internal Affairs (DIA). 
This is because this part of your request is more closely aligned with the functions of DIA. Section 14(b)(ii)
