Thank you for your email and offer of support. We have engaged with Al Hill who has confirmed
they will be reviewing the Taskforce’s future systems and operations work stream to understand
what needs to be hooked into that future design work, and what can just continue. For now, no
change needs to happen. Work and reporting should continue as normal until we understand
what, if anything, needs to change. He’s confirmed that they’d welcome engagement with the
future systems and ops work stream soon on these matters, so we encourage you to continue to
connect with Al and the team directly.

Hi there,
I would like to know how MSD will identify current projects and programmes within Whaikaha
that need to be transferred to MSD, and how they will be evaluated and prioritised.
For context, I am the Programme Manager for My Home, My Choice – a programme that aims to
progress deinstitutionalisation, by reducing the flow of people into residential care, and to create
alternatives to residential care.
Whaikaha currently spends $1B per year on residential care– this is half of Whaikaha / DSS
operating budget. It also progresses / aligns with the following strategies:
New Zealand Public Service Act 2020 / Public Finance Act
Enabling Good Lives Vision and Values
Royal Commission of Inquiry of Abuse into State Care
United Nations Convention of Rights of Disabled People Article 19
Waitangi Tribunal
My Home, My Choice was / is a multi-million-dollar programme that was supported by the
Whaikaha Transformation Office. Attached is the August Status Report for My Home My Choice -
for your interest.
My specific questions are:
How will the DSS change portfolio be governed or managed in the future?
What do I need to do as a Programme Manager to support the transition of the
programme over to new organisational arrangements?
If the above questions can’t be answered at this stage, might there be opportunity to
provide portfolio management services to the transition process? I am a former Enterprise
Portfolio Manager and would like to be involved in the process if the opportunity arose
