Thank you for your request for information dated 20 December 2024 about enforcement of offences related to parked over time
limit & Obstruction vehicle entrances and exits, including any differences for officers on foot and those reviewing camera car
footage.
Auckland Transport has developed Guidelines used by warranted Parking Officers for enforcement. Attached please find the
guidelines (Appendix A and Appendix B) for the two offences in question.
Below, find important information about the way the evidence is captured for these 2 offences because they are different. The
guidelines is used by the warranted officer to determine if an offence takes place, irrespective of whether the evidence was
captured by an Officer attending to the site or whether the evidence was captured by using the LPR vehicle.
1. P106- Parked Over Time Limit (Not more than 30 min - More than 6 hours)

Enforcement evidence capture using the LPR vehicle
September 2019 saw Auckland Transport moving to a more technical solution for enforcement. Prior to the introduction of this
technology, a Parking Officer would only go to the site (and issue an infringement) if a complaint was received from a member of
public about il egal y parked vehicle(s) or if the area was included in their regular mobile/beat (on-foot) patrol.
AT currently manages a very active fleet of 20 LPR (Licence Plate Recognition) vehicles and these are deployed across the greater
Auckland region to manage paid parking and time restrictions, both paral el to the kerb and angle parking environments.
Paid parking
For paid parking areas, the LPR vehicle conducts multiple runs throughout the day capturing al vehicle registration numbers and
highlights vehicles with no session or expired sessions.
At the end of each day, the tablet with al the data on it is brought back to the AT office and uploaded to a secured server. A
warranted Officer reviews the images taken by the cameras and then an infringement is issued if an offence was committed.
Time restrictions
The cameras instal ed on the LPR vehicle captures images of al vehicle registration plates on the first “run”/as the LPR vehicle
drives down a public road. The LPR vehicle wil then conduct multiple runs throughout the day and the cameras take images of
the registration plates of vehicles parked on this road again and the system uses an algorithm to highlight al the vehicles which
have stayed longer than the al owable time in the time-restricted zone.
At the end of each day, the tablet with al the data on it is brought back to the AT office and uploaded to a secured server. A
warranted Officer reviews the images taken by the cameras as evidence and then an infringement is issued if an offence was
committed.
2. P110- Parked Obstructing Vehicle Entrance
This offence is enforced by an Officer attending to the site capturing the evidence himself/herself, and not by the Licence Plate
recognition vehicle capturing the evidence of the offence.

Ombudsman in accordance with section 27(3) of the LGOIMA Act and seek an investigation and review regarding this matter.
