Thank you for your email of 20 January 2025 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following:
- How many current or reservist IDF soldiers have applied for Israel Working Holiday Visas
- How many of these have been granted
- How many applicants for this visa have declared that they may have been "involved in human
rights abuse activities"
- Have any of those applicants been issued a "character waiver"? and under who's direction were
those waivers issued?.

Table 1: The total number of Israel Working Holiday Visa applications submitted and approved between
1 January 2024 to 31 December 2024 where the applicant declared that they were either a current or
reservist member of the Israeli Defence Force, broken down by applicant type.

How many applicants for this visa have declared that they may have been "involved in human rights abuse
activities"
No applicants declared that they may have been involved in human rights abuse activities.
INZ received 172 applications under the Israel Working Holiday Category in 2024. 162 applications declared
that they had not been involved in human rights abuse activities. Nine applicants did not declare, however
the application was declined or withdrawn. For one approved application, notes did not indicate that they
have declared being involved in human rights abuse activities.
Have any of those applicants been issued a "character waiver"? and under who's direction were those
waivers issued?
No character waivers were completed for any of the 172 Israel working holiday visa applications that
were made in 2024.
Please note Immigration New Zealand (INZ) is sometimes required to collect information about applicant’s
military background as part of the assessment of visa application. There has been no change to the policy
regarding assessment of visa application from Israeli nationals. You can find more information in the link
