Dear John

Thank you for your request under the Official Information Act (the Act). We are emailing you to seek refinement of your request.

The Emissions Trading Scheme (ETS) is a key area of policy development for the Minister that touches on a wide range of other climate policy areas. As such, as it is currently worded, your request would likely capture hundreds of briefings across the climate portfolio that refer to of the ETS and/or carbon credits but are not primarily about these topics.

Under these circumstances, we may need to decline your request under section 18(f) of the Act as the information requested cannot be made available without substantial collation or research.

We therefore invite you to refine your request to:
"All documents/memos received by Minister Watts with substantial regard to the ETS and/or carbon credits since 1 January 2024."

Please provide a response by 3 February.

Kind regards,

Office of Hon Simon Watts

Minister of Climate Change
Minister for Energy
Minister of Local Government
Minister of Revenue

Thank you for contacting Hon Simon Watts, Member of Parliament for North
Shore, Minister of Climate Change, Minister for Energy, Minister of Local
Government and Minister of Revenue.

The Minister considers all correspondence important but as he receives a
large amount of correspondence, it is not always possible to provide a
personal response.

Please note the following guidelines:

·         If you are a North Shore constituent contacting the Minister
about an issue, then your email will be passed to his electorate office.

·         Invitations and requests to meet with the Minister will be
considered and a staff member will be in touch with you in due course.

·         Requests for official information will be managed in accordance
with provisions of the Official Information Act 1982, which may include a
transfer to a more relevant Minister or agency.

·         If your email falls outside of the Minister's portfolio
responsibilities, expresses a personal view, or is copied to multiple
Members of Parliament, then your opinion will be noted and your
correspondence may be transferred to another office, or there may be no
further response to you.

Thank you once again for taking the time to write; it is very much

Kia ora John

Thank you for your correspondence of 23 and 30 January 2025 requesting the
following under the Official Information Act 1982 (the Act):

“All documents/memos received by Minister Watts with substantial
regard to the ETS and/or carbon credits since 1 January 2024”

We have identified 98 briefings in scope of your request, including a
large number of appendices.

We are writing to notify you that we are extending the timeframe for our
response to your request under the following sections of the Act:

•                    15A(1)(a) as the request is for a large quantity of
official information and meeting the original time limit would
unreasonably interfere with the operations of the department or the
venture or the Minister of the Crown or the organisation.

•                    15A(1)(b) as consultations necessary to make a
decision on the request are such that a proper response cannot reasonably
be made within the original timeframe.

We will now respond to your request on, if not before, 28 May 2025, which
is an extension of 60 working days. We may be able to provide you with a
response sooner if you are willing to refine your request further. Please
let us know if you would like to discuss refining your request.

You have the right to seek an investigation and review by the Ombudsman of
my decision on this request, in accordance with section 28(3) of the Act.
The relevant details can be found at: [1]www.ombudsman.parliament.nz.

Kind regards

Office of Hon Simon Watts
