Thank you for your request made under both the Official Information Act 1982 (OIA) and 
Privacy Act 2020 (Privacy Act) on 24 February 2025 for communications shared between the 
Ministry of Justice (the Ministry) and:

Esther Peters 
Levi Marley Hetherington 
The RRR Model (Reintegration Rehabilitation Reduces-Reoffending model) 
 
OIA request response 
 
On 3 March 2025, the Ministry contacted you to clarify your request under section 15 of the 
OIA.  We stated that your original request was too broad and would need to be amended to 
enable the Ministry to respond. We asked you to specify the timeframe of your request, and 
if you had worked in or engaged with any parts of the Ministry. To date, we have not 
received a response to this query.   
 
We undertook a search of our systems across different parts of the Ministry for RRR 
Organisations Worldwide Limited and The RRR Model but did not find any related 
information. This part of your request is therefore refused under section 18(e) of the OIA 
because, despite a reasonable search, the information cannot be found. 
 
Privacy Act request response 
 
In our email to you of 3 March 2025, we informed you that we would not publish personally 
identifiable information on FYI.org.nz to respond to your Privacy Act request. We also stated 
that under section 57(a) of the Privacy Act, the Ministry needs to be satisfied of the 
requestors’ identity before we can release information. We received no response to our 
request for identity documents from either of you.  
 
The Ministry is unable to proceed with your request as we are not satisfied as to the identity 
of the requester as required by section 57(a) of the Privacy Act.
