All 58 statements do indeed appear to be positive. [20, 15, 16, 7 on each page] As mentioned in the response, there is no indication of when the statements were made; there is also no indication who made them (i.e. students, principals, or parents).
I count only two of these 58 statements (i.e. 3.4%) as explicitly indicating the new meals are better than the meals under the old program:
1. “Great service and loving the range of dietary meals on offer- much better than last year!”
2. "... the first day of our revamped school lunch program.... It was clear that something had changed for the better...."
Other statements are unclear what prior event they are referring to with regards to "best" / "better":
