Follow up on previous OIA - more information required

Dear Invercargill City Council,

Many thanks for the Bluff Community Board budgets that were provided for my 22 Feb 2025 OIA. I did however request draft and approved budgets and the meetings at which they were approved. It is possible this request was unclear or misinterpreted or likely assessed differently by you due to process.

The issue may be based upon who 'approves' the budget. I had hoped to get the dates of the Bluff Community Board meetings at which they received a Draft budget and then adjusted and approved the final budget to go to Council for final approval.

In light of this confusion could you please outline the process in which the budget goes through and how the Targeted Rate is calculated? ie, Who creates the budget? When and how are Bluff Board involved? Is the "change of approach to rates setting" mentioned internal or legislated?

I would also like to request the past ten years of the Net Debt account/Reserves including any movements and annual balance of each financial year.

I require this urgently for use in my Annual Plan submission.
