Dear Valerie Morse
Further to your OIA request of 29 September, we have been assessing your request and have concluded that its scope would require considerable resources to process. This is due to the fact that the Ministry receives a large number of applications under the Strategic Goods List every year, and dedicated resources would be required to search our databases to obtain the necessary information.
So that we are able to respond as helpfully as we can, we invite you to consider narrowing the scope of your request.
You have asked for a list of all applications (successful and unsuccessful, with name of applicant and the nature and exact quantity and value of the export item) for an export permit (single, multiple or general consents) under Part 1 of the Strategic Goods List for the financial years 2012/13, 2013/14 and 2014/15 (the last, if currently available). What follows are some suggestions we have for narrowing the scope of your request:
A. seek a list of successful applications only, or
B. seek a list of applications from either commercial dealers or private individuals.
Irrespective of whether you choose to narrow the scope of your request or not, it will still require considerable resources to process, meaning that we may have to consider charging you for the cost of making the information available to you. Should this be considered necessary, we will contact you in advance to advise of any costs.
Kind regards
Executive Services Division

Dear ESD,
Thank you for your reply.
Please narrow my request to
-successful, commercial applications for the years 2013/14 and 2014/15 (the last, if currently available).
I would expect that such applications would be readily available and searchable for MFAT staff, and thus I would not expect significant resources to be expended in responding to the request.
Yours sincerely,
Valerie Morse

It is exemplary that MFAT proposed options to narrow the scope of the request, based on their knowledge of what information exists and how its arrangement lends it to being readily retrievable.
