Double-bunking of transgender prisoners

According to the “SHARED ACCOMMODATION CELL RISK ASSESSMENT - COMPATIBILITY GUIDELINES” on the Corrections’ website, transgender prisoners are only to be double-bunked with other transgender prisoners (unless they choose to cell with a cisgender prisoner).
I have the following questions:
When was this policy introduced?
How many transgender prisoners are in double-bunked cells with another transgender prisoner?
How many transgender prisoners are in double-bunked cells with a non-transgender (cisgender) prisoner?
How many transgender prisoners are in double-bunked cells by themselves?
