Forestry Reference Group and Biological Emissions Reference Group : terms of reference and membership

Dear Ministry for Primary Industries,

The Press release from Nathan Guy and Jo Goodhew on the 17 August, 2016 titled,

"New primary sector groups to support climate change goals"

Announced the formation of two technical groups
> Forestry Reference Group
> Biological Emissions Reference Group

The release stated "Terms of reference and membership for both groups will be released within weeks"

I see from the MPI website that
Both reference groups will meet quarterly until the end of 2018.
•The Biological Emissions Reference Group began meetings in June 2016.
•The Climate Change Forestry Reference Group held its first meeting in September 2016

Are the terms of reference and membership available? I note that both should have now met. The Biological Group met two months before the announcement ?
