Limiting fire losses to $55 million annually for non-residential buildings

Dear New Zealand Fire Service Commission,
The New Zealand Fire Service Research Report "Impacts of changes in provision of hand-operated firefighting equipment in non-residential buildings" by Civic Futures 2015 states that it is the NZFS Commission's target to limit losses to $55 million annually for non-residential buildings (p 10 of report). The same report references a study that identifies that fire damage costs are substantially outweighed by fire prevention and mitigation costs (p 17 of report).
Please provide the independent study or advice that the NZFS relied upon which shows that the NZFS should set a target to limit losses with the following characteristics:
1. The loss should be a fixed dollar value rather than a dollar value per capita i.e. ignore New Zealand's growing population and the reality that more fires will occur with increasing population.
2. The loss value should be set well below the amount spent on fire prevention and mitigation costs.
Please provide the qualifications of the independent person(s) who provided this advice.
If the NZFS did not rely on any independent study or advice, please provide the NZFS cost benefit study that the NZFS undertook which considers the additional cost to achieve losses of no greater $55 million, including which sectors of the community incur this cost.
