Dear Sir or Madam
Official information request: Aviation Safety and RPAS (Remotely Piloted Aircraft Systems – ‘drones’) – Enforcement
Please supply the following information under the Official Information Act (OIA):
The objective of the Civil Aviation Authority (CAA) is to undertake its safety, security, and other functions in a way that contributes to the aim of achieving an integrated, safe, responsive, and sustainable transport system.
Enforcement of laws, Rules and Regulations may be required to achieve those functions and aims.
For the periods 2014, 2015, 2016
And for the period to date of 2017
Please provide details of any prosecutions the CAA has undertaken under the Civil Aviation Act, against operator(s) of RPAS
Please also provide details of any other legal actions the CAA has undertaken under the Civil Aviation Act, against operator(s) of RPAS
Similarly, please also detail any prosecutions or other legal actions the CAA has undertaken under any other legislation, against operator(s) of RPAS
Such actions, past or current, may include, but not be limited to – prosecutions thru the courts; appeals; injunctions; removal of certifications; written-, email- or verbal-warnings…
Details requested –
- date and time
- location
- RPAS details
- other aircraft details, if any
- nature of the incident – the reason for the action(s)
- agencies involved – eg. CAA, Police, TAIB, military…
- nature of the action(s)
- outcomes – eg. Court case, fines, not proven…
The CAA has recently provided a listing of RPAS Occurrences. There is only one court action listed – from an RPAS/helicopter event, 05 January 2015, location “Pine Forest Ashbrton” – I suspect CAA mean Pines Beach, North Canterbury – please confirm location.
If you need any more information from me please let me know as soon as possible.

Dear Mr Reynolds,
If infringement notices are not paid before the due date they are referred
to the Ministry of Justice for collection.
If any RPAS notices were referred to the Ministry of Justice would you
like the CAA to transfer the applicable part of your request to them?
If you would like to discuss, please call me on the number below.

Dear Tom Wheeler,
In my letter of April 06, I asked two questions - you seem to have focused on the second only
Please answer the first question :
"Several Infringement Notices, which may have required the payment of an infringement fee
- How much was each infringement fee for each Offence listed?
- Was each infringement fee paid?"
So, I repeat the first question - How much was each infringement fee for each Offence listed?
Yours sincerely,
Allen Reynolds

Dear Mr Reynolds,
My latest email was seeking clarification as to whether you would like the
CAA to transfer any part of the request to which the CAA may not hold
information.
The first part of your request did not require this clarification.
I can assure you that both parts of your request will be responded to. As
noted in previous correspondence you can expect a response before 9 May
2017.
Thanks,
