Your request has been considered under the Official Information Act 1982.
For land that is categorised as rateable under the Local Government
(Rating) Act 2002, KiwiRail pays local body rates regardless of the land’s
tenancy status. You can access the Act at

Railway land has some non-rateable status:
Land occupied by the New Zealand Railways Corporation, or by a railway operator, that is—
(a)
part of the permanent way of the railway, being land on which is sited any railway line together with contiguous areas of land that are occupied incidentally and not otherwise used; or
(b)
used, solely or principally, for the loading or unloading of goods or passengers on to or from trains situated on the railway line
If you have a specific piece of land you're considering, you could ask that?

I Don't think this is a good response. essentially they're saying they pay rates on land they pay rates. I'd follow up to ask if there is land they don't pay rates on and get details
