Dear Ministry of Education,
I am writing to request a copy of a database held by the Ministry. This database is known as "FIDS", the Financial Information Database for Schools. It is my understanding that this database has been created by the Ministry based on the annual financial statements submitted by schools to the Ministry as part of their annual report at the end of each financial year.
I request an electronic copy of this database. My preference would be to receive this data as either a CSV (comma-separated values) file or an Excel workbook file. However, I am prepared to accept the data in its "native format" (i.e. in whichever format the Ministry already holds this data) if converting it to another format would impose an undue burden on the Ministry.
I understand that this database has been compiled on the basis of the annual reports submitted by individual schools to the Ministry, and therefore I acknowledge that the Ministry will be unable to offer any assurances as to the accuracy of the data and will also be unable to offer any representations that the data will be fit for any particular purpose.
As section 87AB of the Education Act 1989 requires each board of trustees to make its annual reports available to the general public, it is my opinion that the entirety of the FIDS database is thus public information and should therefore be released in full.
