Many thanks for your email.
TRC's constitution contains the following clause:
15.14 Minutes: The Board must ensure that minutes are kept of all proceedings at meetings of the Shareholders and of the Board. Minutes which have been signed correct by the chairperson of the meeting are prima facie evidence of the proceedings.

Given the constitution of TRC directs that minutes must be kept I do not see how a refusal under 18(f) is reasonable.
What 'substantial collation or research' activity is required to entailed for a document that already
I invite TRC to reconsider the request. I will also be referring the matter to the Ombudsman.

It would be necessary to consider whether the contents of minutes for each Board meeting encompassed by your request should be withheld under relevant sections of the Act; this would include reviewing the contents of any papers referred to in minutes.
Additionally, it would be necessary to consult with various parties, internally and externally, on the contents of the minutes were they scheduled for release. As your request encompasses 20 meetings of TRC's Board, I consider that this would amount to substantial collation or research that make the application of section 18(f) of the Act reasonable.
I would be happy to reconsider your request if you have a specific timeframe in mind.
