Thank you for your request of 9 August 2017, asking for the following information
under the Official Information Act 1982 (the Act):
I refer to the Third Quarterly Report of ACC’s 2016-17 financial year. Page 25
makes reference to:
“The draft Cabinet Paper with an update on the Transformation Programme
was finalised and lodged for discussion at the Cabinet Committee for State
Sector reform and Expenditure Control (SEC) on 22 March 2017.”
It would be welcomed if you could provide me with a copy of this draft Cabinet
Paper, under the provision of the Official Information Act 1982.

Cabinet paper Update on
the ACC Transformation Programme.
We have withheld some financial information in accordance with section 9(2)(i) of the
Act. This is because there is a need to withhold the information in order to enable
ACC to carry out, without prejudice or disadvantage, commercial activities. In some
instances this information is also withheld:
in accordance with section 9(2)(g)(i) of the Act because it is necessary to do
so to maintain the effective conduct of public affairs through free and frank
expressions of opinion by or between Cabinet Ministers and officials or
between officials when doing their job; and/or
in accordance with section 9(2)(b)(i ) because making the information
available would be likely to unreasonably prejudice the commercial position of
the person who supplied or who is the subject of the information.
We have also withheld some non-financial information in accordance with section
9(2)(g)(i) as there is a need to do so to maintain effective conduct of public affairs
through free and frank expression of opinion by or between Cabinet Ministers and
officials or between officials when doing their job.
In each case we have carefully considered whether it is desirable, in the public
interest, to make the information available. We have been unable to identify any
public interest in the release of the information that outweighs the reasons for
withholding the information.
