I understand that although sentenced prisoners are prevented from voting, remand prisoners are entitled to vote.

Clearly they don't get an extra 20 working days to respond to this question just because they wrongfully refused part of your request.
However, they still have until the 13th of September before the original 20 working day deadline for this request. Hopefully that's what they mean.

Weirdly, they answered my question (can remand prisoners early vote?) but then said they refused my request.

As far as I can tell, part 4 of your request ("Can remand prisoners early vote?") is not answered on the page linked to by Corrections: http://www.corrections.govt.nz/resources...
As such, they should not have refused this part of your request under s18(d).
