TVNZ Archive material - digitisation and access for tax payers
Joss J. made this Official Information request to Television New Zealand Limited
The request was partially successful.
From: Joss J.
Dear Television New Zealand Limited,
1. Please supply all official information held by you, from 1 January 2013 - 1 December 2017, that relates to, or references the NZ Film Archive/Nga Taonga in relation to:
(a) the digitisation of the TVNZ Archive collection
(b) public access to the TVNZ Archive content online
(c) public access to the TVNZ Archive database online
I would note that "official information" includes information held in ALL formats - for example (and not limiting my request to) reports, memos, discussions, emails etc. If it's helpful, the Office of the Ombudsman has a very good guide for agencies available here: http://www.ombudsman.parliament.nz/resou... (page 6)
2. Please also supply quarterly and yearly statistics in a table format of the number of titles supplied to TVNZ from the TVNZ Archive collection for the period
1 January 2013 - 30 September 2017.
e.g. 2012/13 Qtr 3: 32 titles
2012/13 Qtr 4: 41 titles
2013/14 Qtr 1: 33 titles
3. Please also supply all official information held by you that relates to how TVNZ responds to Official Information Act requests. For example (but not limited to) in-house guides, FAQs, processes and procedures.
Yours faithfully,
Joss J.

Dear Television New Zealand Limited,
By law you are meant to respond to Official Information Act requests within 20 working days.
By not responding to my request of 11 December 2017, you are now breaking the law - which is not a good look for yourselves or your Minister, Clare Curran, who campaigned on "openness and transparency in government."
Please respond immediately.
Yours faithfully,
Joss J.

Dear Brent McAnulty,
Thank you for your quick response,
To clarify why I submitted the OIAs. TVNZ received this OIA request after your very unhelpful, and in my opinion glib answer to my first OIA request regarding correspondence between TVNZ and Nga Taonga. The public perception is that TVNZ is not interested in openness and accountability.
My 2nd OIA request regarding the database fields was submitted because as a tax-payer I have trouble believing that TVNZ and Nga Taonga have not been able to come to an agreement during the last four years in relation to access to the database fields. That's 4 years the public hasn't been able to access the rich TVNZ Archive collection that we paid for.
Please continue to respond to my OIAs via the FYI website as there are many people interested in this topic,
Yours sincerely,
Joss J.

Dear Joss
In respect of Part 1 of your request we attach the Agreement between TVNZ and Nga Taonga in respect of Archive Services.
In respect of Part 2 of your request, we refer you to the zipped files we provided to you in your previous request.
In respect of Part 3 of your request, we can confirm that our policy manual briefly states as follows:
"TVNZ will provide prompt, full and accurate information, in response to Official Information Act requests. All such requests for information should be referred to the Head of Legal and Corporate Affairs."
In addition, we recently sent our standard half yearly survey to senior managers which asks:
"In relation to your business area, have all requests under the Official Information Act been referred to the General Counsel & Corporate Affairs Director for action in terms of that Act?"
All responses were positive.
Kind regards
Brent
