I would like to request a range of documents under the OIA regarding the development of census questions covering the LGBT community and the decision not to include these topics on the 2018 census.
Firstly, any documents regarding the development of census questions covering sexuality or gender identity.
Secondly, any documents regarding the decision not to include said questions in the 2018 census.
Finally, any communications (eg emails, memos, discussion papers etc) between the executive leadership team, including those with other Statistics NZ staff, Government Ministers and other government departments regarding the development of said questions or the decision not to include said questions in the 2018 census.

Good afternoon,
Please find attached the response to your Official Information Act request
dated 14 January 2018.
Apologies for the ZIP file, there are a number of PDF documents that form
the bulk of the response, and this was the best way to send them through.

Dear Jarrod Williams,
Thank you for your reply.
I note that document OIA0029 Methods paper.pdf lays out a scoring method used to assess potential changes.
I believe that the documents scoring the questions covering the sexuality and gender identity questions would also be covered by my request, as they are documents regarding the decision not to include said questions in the 2018 census.
Yours sincerely,
A. Tait

(Admin note:) There was another redaction error with Stats NZ's response so we've hidden their second version and giving them an opportunity to replace it again.
For timeliness tracking, the first version was sent on Feb 13, 2018, the second version April 4, 2019 (the same day we hid the Feb 13 response, although not available here until two-three days ago due to a software issue on our end).

Good morning,
We have been notified that the February 2018 response to your follow-up
query contained a number of faulty redactions. In early April 2019 we
attempted to fix these faulty redactions; however the issue was not
rectified. This email provides these documents again with no redaction
issues.
Apologies for any inconvenience this may have caused.

Good morning,
I have followed up on your email, and again I must offer my sincere
apologies. Three documents were missed during the final collation process,
which are now attached to this email. Included in these are the papers
regarding the scoring as mentioned in your email last night.
These three documents should have always been included in our response,
and we apologise for this oversight.

It should be noted (mostly by Stats NZ) that the redactions of specific numbers in the "OIA0029 Content Analysis of the April 2017 Census Test data.pdf" document are circumventable.
