Thank you for your thorough response but you do not appear to have carefully considered the requirements of the OIA in relation to Section 9 (2)(k)
I refer you to the related Ombudsman guidelines

You have simply asserted it would be unfair which is highly debatable in itself.
But in any case that is not the test contained in the OIA - which is threefold -
1) that there is a gain or advantage (I note that the information will be published on the internet and anyone can request similar information anyway)
2) it is improper
3) there are no outweighing public benefits
In responding to my request for a clarification and/or reconsideration of your decision to refuse my request - please have regard to your personal obligations under the State Sector Code of Conduct.
