The Palmerston North-Wellington Rail Passenger Business Case (October 2017) document was recently released. It included the following statement:
"This business case has been prepared for Horizons Regional Council and Greater Wellington Regional Council by TDG, and peer reviewed by John Bolland."
Can the Horizons Regional Council please provide a copy of the peer review report by John Bolland referred to in this business case ?
If this information is held in electronic form, it is requested to be provided in its complete and original electronic format.

Good afternoon Tony,
I have contacted the consultant who prepared the business case for
Horizons and GWRC. I asked specifically for the peer review from John
Bolland. I was advised that there was no official peer review document
prepared, and rather it was a checks and balances type peer review, or
rather a quality assurance peer review. As such there is no formal record
or document that was kept by either the consultant or by the two
councils. Therefore there is no peer review report to pass on.

Given this follow-up was made more than one month ago, can I please ask for a status update on my request for this information ? Will the HRC provide this correspondence or not (and if not why not) ?

Good morning Tony. You request has been forwarded to me.
In answer to your query from the 28^th August 2018, Horizons never
formally requested a peer review, either in writing nor verbally. This
was a process managed by the consultant and built into his process when
preparing the business case. As previously advised to you the consultant
has informed us that:
“…there was no official peer review document prepared, and rather it was a
checks and balances type peer review, or rather a quality assurance peer
review. As such there is no formal record or document that was kept by
either the consultant or by the two councils. Therefore there is no peer
review report to pass on.”
And so to answer your question Will the HRC provide this correspondence or
not (and if not why not). The correspondence you are seeking does not
exist.

The first sentence of the Executive Summary of the Capital Connection Business Case states:
"This business case has been prepared for Horizons Regional Council and Greater Wellington Regional Council by TDG, and peer reviewed by John Bolland. "
While the HRC may be correct that there was "no formal record or document that was kept by
either the consultant or by the two councils" of the peer review, I cannot see how any peer review activity took place without correspondence with the peer reviewer, John Bolland. Surely the HRC consultant:
* discussed the need for some peer review activity with Mr Bolland
* agreed on the peer review work to be undertaken with Mr Bolland
* provided documentation including the draft business case to Mr Bolland for review
* received feedback from Mr Bolland about the review activities
* paid Mr Bolland for work completed
Can the HRC please confirm that it is the HRC position that a multi-million dollar business case was peer reviewed but this peer review was competed without ANY correspondence with the peer reviewer, Mr Bolland ?

I have nothing further to disclose to you on this issue and am not going to be drawn into cross-examination style questioning. I have provided you with Horizons answer to your question and made it very clear that Horizons does not hold, nor has ever held any information re a peer review between the consultant and the consultant engaged peer reviewer.
