Fire and Emergency New Zealand,

In July 2017 FENZ management accepted a recommendation from the Port Hills
Operational Review to adopt a single doctrine, the Australasian
Inter-Service Incident Management System (AIIMS), for incident management.

Concerns re this recommendation were drawn to the attention of the CEO
FENZ and to the Chair of ODESC (Dept of the Prime Minister and Cabinet). 
The CEO dismissed these concerns.   DPMC advised that they noted the
recommendation but that “there is no intention to move from CIMS to
AIIMS”.

The Port Hills Action Plan included no date to complete the migration to
AIIMS.  The July 2018 progress update states that discussion are
continuing with other agencies (re the FENZ move) whilst at the same time
recording that discussions are complete (refer ID 1.1). The update also
states that "some actions are on hold as decisions about CIMS for NZ is
now under review.

Under the provisions of the Official Information Act I request the
following information:

1.      The original target planned completion date for Recommendation #1
for FENZ to adopt AIIMS for incident management (refer Action Plan ID 1).

2.      The current (ie Revised) planned completion date for
Recommendation #1 for FENZ to adopt AIIMS for incident management.

3.      Copies of the documents (incl emails, letters, records of meetings
and phone conversations, etc)  between FENZ and other agencies advising of
the intention to move to AIIMS.  It is expected that these document would
include:
- the timetable and plan to move to AIIMS
- the objectives and benefits of the move
- the risk analysis of moving
- the proposed risk mitigations, in particular how FENZ proposed to
maintain compatibility and inter-operability with the rest of NZ who will
remain on CIMS.
- the budgetary costs (FENZ) of moving.
