It does not look as though NZDF looked to engage on its concern that the second part of your request was broad and could therefore be refused per section 18. This lack of engagement goes against the Ombudsman's guidelines and expectations prior to relying on refusing requests on substantial collation and research.
The reason for relying on section 6 also looks weak, but it is probably another aspect that would attract a section 6 withholding provision. I doubt the NZDF would publicize exactly what it holds in reserves - for national security reasons.

The substantive part of the information request was to confirm that there are no hardware reserve stocks. I'll be posting an article about our lack of a war reserve on unclas.com later today. The response to the second part of the question, regarding documents, was predictably weak. I will be redirecting that part to the Defence Minister. Thanks FYI.org.nz
