Thank you for your email. There are approximately 1,000 pages work of information relating to reports and meeting minutes for the time period you have requested. We will need to review each document to determine what information needs to be withheld in accordance with the Local Government Official Information and Meetings Act 1987. Please note that it is likely that a large portion of the information you have requested will need to be withheld in accordance with sections 7(2)h) and 7(2)(f)(i) on the grounds that withholding the information is necessary to enable any local authority holding the information to carry out, without prejudice or disadvantage, commercial activities; and to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to members or officers or employees of any local authority.

OK. Would it make it easier to reduce the timeframe from since October 2017 to just the months of May, June and July 2018 ?
Also, when I asked for the timetables that have changed or planned to change, what I really want is the actual new timetables for each of the routes. OK ?

We have elected to withhold these draft timetables from you in accordance with section 7(2)(i) of the Local Government Official Information and Meetings Act 1987 (the Act) on the ground that withholding this information is necessary in order to enable GWRC to carry on, without prejudice or disadvantage, negotiations.
We have considered whether the public interest in the requested information outweighs GWRC’s need to withhold the draft timetables requested. As a result, we do not consider that the public interest outweighs GWRC’s reason for withholding the document under this ground.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request an investigation and review by the Ombudsman under section 27(3) of the Act.
