Dear David
Thank you for your e-mail request of 14 October 2018 under the Official
Information Act 1982 (the Act) regarding international voting mechanisms.
Specifically you have asked for each general election under MMP (if
practical) a breakdown of the number of overseas votes cast in each
election by method of delivery. For example:
· Votes posted
· Votes faxed
· Votes cast at overseas booths in diplomatic posts
· Votes transmitted through the Internet
· Other
· Total overseas votes.
The table below provides a breakdown of the method used to return overseas
votes at each general election since 2002. A breakdown isn’t available
for the 1996 and 1999 elections, however we have included the total number
of votes returned from overseas at those two elections.
General
Election 1996 1999 2002 2005 2008 2011 2014 2017
Upload
system 22,333 40,050
Overseas
voting place 8,892 11,721 12,243 10,285 13,170 18,653
Fax 6,055 13,780 17,624 9,038 2,541 824
Postal 2,329 2,644 3,404 2,117 2,008 1,628
Other (e.g.
dictation,
fishing
vessels,
military
deployments) 484 7 56 80 369
Total
Received 13,966 13,552 17,760 28,145 33,278 21,496 40,132 61,524
I trust this answers your request. You have the right under section 28(3) of the Act to complain to the Ombudsmen if you are not satisfied with the response to your request.
Yours sincerely
