The Telecommunications (Interception Capability and Security) Bill includes service providers within its scope.
Please provide all information (including, but not limited to, briefing papers, meeting notes, emails, and Cabinet papers) directly or indirectly related to the need for inclusion of service providers within the ambit of the Bill as well as options and analysis of the proposed obligations, rights, penalties, notifications, processes, and exemptions.
In addition, please provide all information (including the Ministry's views and assessments) relating to encryption and decryption of services provided by network operators, service providers, and resold overseas services.

Depending on what you're looking for you could fight this. The Ministry would hold more informal documents, like emails internally between advisers, which maybe useful, and highlight the thinking at the early stages of the policy development process. The Minister will likely hold communications between the Ministry and the Minister, which'll probably consist of more formal things like Cabinet Papers, briefing docs, and so on.
