Request for information 2018-370
I refer to your request for information dated 11 December 2018, received by Greater Wellington
Regional Council (GWRC) on 11 December 2018. You have requested the following information:
“
I am requesting the most recent copy of any "need to know notice" or "display poster" that is used
internally for driver education of red lights, and any previous versions from the start of 2018.”
GWRC’s decision follows:
A copy of the display poster that you have requested was provided by the bus operator to Metlink in
May 2018 to sight for internal reference purposes only and as confirmation of their health and safety
practice while responding to your contact with Metlink regarding poor driving skills and an incident
of red light running on 6 April 2018. The poster was seen by a small number of Metlink staff and
was never intended for wider circulation or external distribution.
We have been advised by the operator that the poster forms a small part of a wider set of controls
under development by the operator to address operational safety issues. It was not designed as a
stand-alone but requires the wider context of other concurrent internal safety messaging developed
by the operator (of which GWRC has had no visibility).
As a result, for the reasons outlined above, I am withholding the information requested under s
7(2)(c)(i) of the Local Government Official Information and Meetings Act 1987 (the Act) to protect
information which is subject to an obligation of confidence, where the making available of the
information would be likely to prejudice the supply of similar information, or information from the
same source, and it is in the public interest that such information should continue to be supplied.
We have considered whether the public interest in the requested information outweighs Greater
Wellington Regional Council’s need to withhold certain aspects of the requested document. As a
result, we do not consider that the public interest outweighs Greater Wellington Regional Council’s
reason for withholding the document under the ground identified above.
