Requesting a copy of red light safety notices/posters

Dear Wellington Regional Council,
I am requesting the most recent copy of any "need to know notice" or "display poster" that is used internally for driver education of red lights, and any previous versions from the start of 2018.
To help aid your search, a Linda Dennis from GWRC mentioned via email on the 7th May 2018, that the On Road Service Delivery Coordinator had updated a "need to know notice" to be placed in the operators room, and the front desk for all staff to see. In addition, Linda Dennis from GWRC mentioned via email on the 21st May the following: "I have sourced a copy of the display poster, which has been designed for internal use only for the drivers and we have reviewed it here at Metlink."
Both of these statements from Linda Dennis imply that GWRC is party to these notices/posters displayed for bus drivers of the Metlink system and as such applicable under the OIA/LGOIMA. I would like to request a copy of the latest version, and any previous versions from the start of 2018.

Dear Helen Plant,
Thanks for that. I would say that the public would be interested in any safety controls around the operators, especially given the number of incidents I've reported, as well as others reporting. Are you sure that GWRC won't reconsider withholding this safety poster? I find it quite unusual that a safety tool is so private that it can't be disclosed. Given that all of my OIA requests so far which have requested correspondence with the operators have not produced any correspondence from GWRC to the operators, or vice versa, this is quite a bad look for GWRC as it appears as if the operators are just allowed free reign under a shroud of secrecy.
Also, I found a document at http://www.gw.govt.nz/assets/council-rep..., which the following paragraph suggests that the GWRC should have full responsibility of any Health and Safety measure, which should include all controls for all operators, and not outsource those responsibilities to your third party contractor.
"The Contractor Convenor is a position which gives the workers of our
contractors a pathway to feedback into our health and safety system. This is
important in relation to the Health and Safety at Work Act 2015 as it gives
workers different methods of raising health and safety concerns, whether it is
with their employer or the organisation which is contracting them. This
recognises that responsibility and influence in health and safety matters cannot
be contracted out to another company."
If you aren't reconsidering, I'm more than happy to approach the Ombudsman about this.

Margaret responded saying this was the only copy that GWRC holds. I believe I could push for getting it from the operator, but do not feel it is worth the effort.
