Number of prisoners in custody over time
Lance O'Riley made this Official Information request to Department of Corrections
The request was successful.
From: Lance O'Riley
Dear Department of Corrections,
I would like to request the following information.
The number of prisoners in custody listed by their most serious/lead offence as at 31st of December for each calendar year from 2000. Please break this down by race/ethnicity and gender.
Please also attach the relevant ANZSOC code and offence category (Category 1 - 4) to each offence. If data going back to the 2000 calendar year is unavailable then please supply data as far back as records allow.
Yours faithfully,
Lance O'Riley

Dear Info@Corrections,
Hi Katie
Thank you for the response, however I feel the response has not been adequately answered. The request was as follows.
"The number of prisoners in custody listed by their most serious/lead offence as at 31st of December for each calendar year from 2000. Please break this down by race/ethnicity and gender.
Please also attach the relevant ANZSOC code and offence category (Category 1 - 4) to each offence. If data going back to the 2000 calendar year is unavailable then please supply data as far back as records allow. "
What has been received however is charts with very broad information and no specific numbers of prisoners or actual offences. Additionally, the information was requested to be presented in a specific format which included ANZSOC offence codes and offence categories and this has not been done.
Please complete this request in the required format at the soonest possible time.
Yours sincerely,
Lance O'Riley

Complaint made to Ombudsman today as the response from the Department of Corrections was inadequate and failed to provide the information requested. Response to the Department advising this was sent on August 08 and is yet to be acknowledged.

Kia ora Lance,
This information you've asked for sounds like it could be interesting. I'd appreciate it if you could ask Corrections to be sure they release any tabular information as a spreadsheet? Otherwise I'm afraid it would quite likely be released as one or more tables embedded in a PDF, which is more difficult to work with and would quite likely require being transcribed into a spreadsheet by hand.
In my experience I've found that the Department of Corrections typically uses image-based PDFs, preventing text from being searched, selected, or copied in their responses.
As you may know, section 16(2) of the Official Information Act requires an agency to release information to you in the way you prefer, unless they have a good reason not to. I've been advised by the Office of the Ombudsman that specifying a preferred format, as allowed by this section, is currently the best way for a requestor to ensure information is released in an accessible format.
