Has the Government sign a contract to roll out 5G

Dear Kris Faafoi,
I am a member of a Concerned Citizens group calling for the Government to invoke the Precautionary Principle before 5G saturates our communities. I understand that vodafone intends to have 5G available in Auckland, Wellington and Queenstown by December.
My question: Has the Government already signed a contract with a 5G company for the rollout of 5G. If so, which company has the contract? And if a contract has been signed, does that now mean that if the Government decides to invoke the precautionary principle, that under the TPA, the Government will be sued for loss of profits.
