Kia ora,
On behalf of Hon Kris Faafoi, thank you for your email.
While the Minister considers all correspondence to be important, and all
messages are carefully read and considered, it is not always possible to
personally reply to all emails. As such, the following guidelines apply:
· Invitations and meeting requests will be processed as soon as
possible and a staff member will be in contact with you in due course
· All media queries will be responded to by a staff member
· Requests for official information will be managed in accordance
with the provisions of the Official Information Act 1982, which may
include transfer to a more relevant Minister or agency
· If your email falls outside of the Minister’s portfolio
responsibilities, expresses a personal view, or is copied to multiple
Members of Parliament, then your opinion will be noted and your
correspondence may be transferred to another office, or there may be no
further response to you
· If your correspondence is to the Minister as the Member of
Parliament for Mana, this will be referred to his electorate office

Dear Mr Watkins
I refer to your request under the Official Information Act 1982 (OIA), dated 9 February 2020 to Minister Faafoi and also transferred from Minister Robertson for:
all of the information you have relating to the 2019/2020 restructuring of RNZ Concert and/or the establishment of a youth radio station by RNZ. This could include diary entries, briefings, advice, memos, correspondence etc.
The OIA requires that I advise you of my decision on your request no later than 20 working days after the day we received your request. Unfortunately, it will not be possible to meet that time limit and we are therefore writing to notify you of an extension of the time to make our decision, to 28 April 2020.
This extension is necessary because consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit.
This extension has been made under section 15A(1)(b) of the OIA.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or free phone 0800 802 602.

Dear Mr Watkins
I refer to your request received on 9 February 2020, which has been considered under the Official Information Act 1982 (OIA), for the following information:
Can you please supply me with all of the information you have relating to the 2019/2020 restructuring of RNZ Concert and/or the establishment of a youth radio station by RNZ. This could include diary entries, briefings, advice, memos, correspondence etc
This request was also transferred to Minister Faafoi's office from Hon Grant Robertson on 4 March 2020 under section 14(b)(ii), as it is connected to the functions of the Broadcasting, Communications and Digital Media portfolio.
This email is to advise that a decision has been made in accordance with the OIA. The information in scope of your request will be provided to you after being administratively processed. This is taking longer than anticipated due to government's response to the Covid-19 pandemic.
Formal advice provided to this office by the Ministry for Culture and Heritage will soon be made publicly available on the Ministry's website at https://mch.govt.nz/proactive_releases. Therefore, these documents have been refused under section 18(d) of the OIA - that the information requested is or will soon be publicly available.
Other documentation, including correspondence within scope of your request will be released in accordance with the OIA shortly.
Some material has been withheld in accordance with section 9 of the OIA. In these cases, any public interest has been considered as per section 9(1) of the OIA.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.

Kia ora Cedric,
Thanks for the release of information. Can I just confirm: in my response to my original request to Grant Robertson (before it was transferred to Kris Faafoi) I got this response:
"As you are aware your request has been transferred to Hon Kris Faafoi, Minister of Broadcasting, Communications and Digital Media. Any information held by Hon Grant Robertson in his capacity as Associate Minister for Arts and Culture and Minister of Finance will be addressed in Hon Faafoi's response."
Can I just confirm with you that there was no additional information from Grant's office to be included,
Yours sincerely,
Gareth Watkins
