I am emailing from the Prime Minister's Office to acknowledge your below
request made under the Official Information Act received 9 February 2019,
requesting:
* All of the information you have relating to the 2019/2020
restructuring of RNZ Concert and/or the establishment of a youth radio
station by RNZ, including diary entries, briefings, advice, memos,
correspondence etc.
Before responding to your request, I need to inform you that there are
grounds to refuse your request in full under section 18(f) of the OIA, as
the information requested would not be able to be made available without
substantial collation.
A way to refine your request in order to remove the grounds for refusal
would be to exclude public correspondence, rather requesting:
* All information, excluding public correspondence, relating to the
2019/2020 restructuring of RNZ Concert and/or the establishment of a
youth radio station by RNZ.
I note that this refinement will not exclude correspondence from public
entities or organisations.
Please let me know whether this refinement is acceptable.

This email is to advise that a decision has been made in accordance with
the Official Information Act 1982 (OIA). The information in scope of your
request will be provided to you after being administratively processed.
This is taking longer than anticipated due to government’s response to the
Covid-19 pandemic.
Formal advice provided to this office by the Ministry for Culture and
Heritage will soon be made publicly available on the Ministry’s website at

have been refused under section 18(d) of the OIA - that the information
requested is or will soon be publicly available.

material on its website in the next two or three days.
We've been working to co-ordinate responses to your OIA requests to this
office and to Minister Faafoi's office. The bulk of the relevant
documents will be released to you by Minister Faafoi's office as Minister
responsible for RNZ; there is very little held by this office which isn't
also held by Minister Faafoi's office
My expectation is that you should get responses from both offices within

Given RNZ's attempt to destroy a longstanding cultural institution, I think this type of response from the Prime Minister's office makes a mockery of the Official Information Act.
Five months wait for a series of mostly redacted documents is not a transparent government.
